Cover sent from Mir Subba Ratna Man Singh Rajbhandary at Kadarbana to General Jagat Shumsher, Commander of the South during the rebellion. Mir Subba Ratna was in charge of the logistical support and paymaster for the Nepalese troops sent to India. Furthermore he was in charge of all of the governors and military commanders in the districts in the Terai.
